We have always contended that the ordinances restricting the sale of visual art on public property is illegal. The ripple effect of such an ordinance impinges on a number of other activities. We had previously made suggestions regarding the panhandling situation and passed them on to the police and the city. Zonta's Santa can't take charity donations for the sleigh rides around the plaza and the Salvation Army cant serve hot chocolate and ring their bells for their cause. Carriage drivers continue and taxis flourish under another ordinance though it contradicts another prohibiting such.
